Older brothers could only control their younger siblings to a certain extent - Clint knew that well enough, seeing as how he was a younger brother. He didn't hold Thor's difficulty against him. Nor could he really judge, since he had no idea what really had gone on with the people of Asgard. Clint tried to make it a habit to not form opinions without having any solid evidence.
