He startles a little. Katniss has told him that Effie is here and he knows what Katniss told her, so he's not surprised to see Effie, just startled by her appearance. He smiles at her kindly, ducking his head.

"It's supposed to be a meadow back in District 12." He glances around as if it's a secret. "I'm going to give it to Katniss if it turns out well." His smile gets a bit brighter. "It's good to see you, Effie. Katniss told me you were here."
