Effie was not what you would call an outside person. She avoided it when she was able, which actually wasn't all that often - her career had her traipsing about everywhere - but when she could, she did. The elements were often unkind to her and her clothing. Wind, especially, was the most dangerous culprit.
However, she was growing sick of the hotel - she needed something to distract her, keep her occupied, she was a busy person - and it was a nice day in some parts of the outdoors, so she went to see. And it was good she did, too, because she was always happy to see Peeta.
