"Yeah, I'm pretty sure she does. She looked pretty upset," Katniss says, thinking back to her brief meeting with Effie. "And you know, it's kind of hard to rattle Effie. She's from the Capitol, the Games have never been anything but fun for her."

But now she's standing to lose her Victors, to lose people she's gotten a chance to know and like. Even someone from the Capitol could still be human, even if they're misguided, and Effie's a good example of that.

"Peeta, I don't know what to do. What if we can't hide forever? What if the hotel stops being safe for us?"
